release: publish v2.0.36 stable download rollback

Restore the proven v2.0.28 download-processing baseline under a new release version after later builds caused severe throughput degradation during large parallel queues. Keep the verified startup, credential, storage, queue, and updater behavior while preparing fresh Windows artifacts for both public release hosts.
