  Softens the byse suspect size-memo from the rotation feature so a single spurious 'Not video file format' can no longer pre-fail a whole batch of similar-sized files. The per-batch memo now arms only after the 2nd confirmed rejection on the same account, and only blocks STRICTLY LARGER files than the one that was rejected (a same-size file always still gets one real attempt). Still per-batch (reset every upload run).
